Who am I?

Thomas Ballard is a human services professional, certified Reentry Specialist, and community advocate with more than a decade of experience supporting individuals and families facing barriers related to incarceration, employment, housing, behavioral health, and community reintegration.

Throughout his career, Thomas has worked directly with returning citizens and justice-impacted individuals, providing case management, workforce development, resource navigation, At risk youth, and individualized support. He has also served in leadership roles overseeing programs focused on reentry, housing, Psychiatric rehabilitation, workforce development, and community services.

His experiences led him to create Urban Pulse Reentry Services—an organization built on the belief that successful reentry requires more than a referral. It requires connection, opportunity, accountability, and someone willing to walk alongside you.

Thomas' goal is to build a stronger community by helping justice impacted individuals no matter their age overcome barriers, find meaningful employment, strengthen their families, and develop the tools they need to create stable and productive lives.

In 2024, Thomas earned his Reentry Specialist Certification, and in 2025 he received an NAACP Individual Award recognizing his community contributions.

His mission is simple: help people see that their past is part of their story—not the end of it.
